Message	this happens at low airflow and too high of a boost level. Think of it as the turbo spooling too quick. The compressor surges, and can actually change direction, very bad on the turbo. You may run into this with a large compressor with ltoo small of a turbine and/or too small of a turbine hosuing A/R, unless you go crazy with the compressor size, or get a very mismathced turbo, you will be fine.
